El Paso County Election Results: Key Races and Ballot Measures

El Paso County voters turned out in significant numbers for the November 2025 election, deciding several contested races and ballot measures that will shape local governance for years to come. Voter turnout reached 62 percent, the highest for a non-presidential election in the county since 2009, according to the El Paso County Clerk and Recorder's office.

In the closely watched County Commissioner District 3 race, Republican candidate Angela Foster defeated Democrat Michael Chen by a margin of 54 to 46 percent. Foster, a former city council member, campaigned on fiscal responsibility, infrastructure investment, and public safety. She will replace outgoing Commissioner Stan VanderWerf, who did not seek reelection.

Ballot Measure 2A, which proposed a 0.3 percent sales tax increase to fund county road improvements and bridge repairs, passed with 58 percent approval. The measure is projected to generate approximately $35 million annually over its ten-year duration. Opponents had argued the tax burden would disproportionately affect lower-income residents, but supporters countered that deteriorating roads posed safety and economic risks.

School board elections in Academy District 20 and District 11 also drew considerable attention. In D-20, incumbents Sarah Mitchell and Robert Tran retained their seats, while newcomer Patricia Gomez won the open seat on a platform emphasizing teacher retention and classroom funding. District 11 saw all three contested seats won by candidates aligned with the district's current strategic plan for academic improvement.
